Recently appointed Peter brings 26 years of Economic and Community Development experience to RCDA. The breadth and depth of Peter’s contributions to the City of Norwich can be seen in it’s growth and development, it’s downtown waterfront and the impact the two Native American Casino brought to the City. His experience includes administration of a City’s planning, zoning, environmental, building, enforcement and inspection policies & programs; as well as, staff management and budget preparation and administration.
In addition to his wide range of professional experience, Peter has an extensive local and regional history of community service. Locally, elected to the Waterford Board of Selectmen; appointed to the Waterford Board of Finance; and Chair of the Inland Wetlands Commission. Regionally, Peter served as a representative to the Long Island Sound Advisory Committee and a member of the Board of Directors for the Quinebaug-Shetucket Heritage Corridor.
Peter’s roots to our City go back three generations to his great-grandfather’s blacksmith shop in downtown New London.
Assistant Executive Director
Frank McLaughlin was a real estate broker, developer and property manager in St. Thomas, Virgin Islands for over twenty-five years. His companies have built, converted or assumed management of condominium complexes, shopping malls and tourist destinations. His greatest undertaking was the conversion of a 100 unit apartment complex and then supervising the reconstruction of the complex after it was destroyed by Hurricane Hugo.
When he retired from the VI he was the Chairman of First Virgin Islands Federal Savings Bank. His university training was in journalism and his 10 year career in broadcasting qualifies him as a communicator who can market his ideas to the municipality, the community and potential developers. He has owned a home here for 30 years and lived here full time for 15 with his wife of 47 years. (She was born in New London).
He now devotes his energies to the redevelopment of residential properties and the future of RCDA in the City of New London. Frank serves as a Commissioner with the Economic Development Commission and the Center City District as well as a member of the loan committee for seCTer.
Jenny C. Wronowski
Jenny is currently the fiscal/project management consultant, with a strong background in engineering and project planning, she has been involved in the oversight, budgeting and management of the Ft. Trumbull Municipal Development Project (MDP) since the beginning. Her responsibilities have included the State Pier MDP, the House New London project, New London County Down Payment Assistance program and the downtown and community outreach initiatives. Jenny previous served as project manager for the Mystic Aquarium/Institute for Exploration Renovation & Expansion Project, the Atlanta Olympic Games and costal reconstruction projects with the US Army Corps of Engineers. Jenny holds a BS in Ocean Engineering.
